" Let him gently place on the ground ( some food) for dogs, outcastes, chandalas ( swapak) those afflicted with diseases that are punishments of former sin, crows and insects .... without hesitation he may give food, even before his guess to the following persons to newly married women to infants to the sick and to pregnant women .
" Eunuches and outcastes , person born blind or deaf, the insane , idiots and the dumb as well as those deficient in any organ ( of action or sensation ) receive no share "
The term 'Disability' is a difficult subject to study and a difficult word to define.
The term ' Physically Handicapped, 'Disable' and 'Impaired' have been defined in various ways by various authorities.
The reasons precisely are :
a) There is no clear out demonstration between the so - called "Able - bodied " and " disabled ".
b) The title " disable " conceals behind it loosely connected heterogeneous group of many disabilities, which affect different individuals in different ways.
- Change in the pattern of life
- Work of the individual
c) Definitions of disability have been introduced for various purpose and such as they have been based on various criteria. They cannot be provided by legislative flat.
